'It would be prohibited for any federal money to be used for detention. This means they cannot stop you on a street and put you in detention, where you will end up dying or being deported,' Ramírez said. During the press conference, Ramírez joined the expressions of immigrant rights advocates and the testimony of the sister of Jesús Manuel Arenas-Silva, a man who died on July 13 while in ICE custody in Georgia.
